		<description>As a DC resident, I agree with this in principle.  That said, Del. Norton is showing a real tin ear when she introduces this measure during the acutely embarrassing tenure of Peter Nickles, the current DC AG.  Nickles makes Alberto Gonzales look like a paragon of ethical rectitude and nonpartisanship.</description>
