FBI Special Agent Philip Halbert Neilson was indicted by a federal grand jury Thursday in Oxford, Miss., with failing to disclose his financial interests and making false statements to a federal agency and agent, a DOJ news release said.
United States Attorney for the Middle District of Louisiana David R. Dugas announced the five-count indictment, which alleges that Neilson, age 49, took an active role in the construction and lease of the Oxford, Miss., FBI Building, but failed to disclose he had a personal financial interest in the building. The indictment also alleges that Neilson knowingly filed a false disclosure to the FBI of his assets and income, among other things.
If convicted, Neilson faces up to twenty-five years in prison and a $1.5 million fine.
The case was investigated by Special Agent Susan Howell of DOJ’s Office of the Inspector General, and Assistant United States Attorneys René Salomon and Rich Bourgeois of the Middle District of Louisiana.

Every field office has a guy who’ll “get it for you cheaper”: if you want shoes, go to the shoe guy, if you want shirts go to the shirt guy, if you want a deal on a house, go to the agent whose wife works in a local real estate office.I used to work as a federal prosecutor and actually worked with FBI agents for several years. Some were decent heroes, others were degenerates. One husband-wife agent pair went to swingers clubs together; another agent posed as a multimillionaire looking for a mansion just to get the women realtors to sleep with him.Others spend their careers on “disruption” squads, i.e., trying to wreck people they couldn’t make a case against for some reason. One agent I know actually caroused with a federal judge; he described how the judge would enjoy having sex with his dates in a government car racing at high speed with the blue light on and siren going.The agent was no more than a pimp on these occasions it seems, and apparently was not bothered about revealing these escapades to me.The agency should get out of federal law enforcement other than domestic counter-espionage. They don’t do a very good job of that however, witness the Robert Hansen case and the Chinese mistress double-agent case.
