Two Assistant Directors Named in Civil Division

Michael Hertz, Deputy Assistant Attorney General in the Civil Division, on Wednesday announced a series of promotions in the Commercial Litigation Branch.

Tracy Hilmer and Sara McLean were appointed Assistant Directors in the branch’s Fraud Section.

Assistant Attorney General Tony West awarded both with special commendations in 2009.

Hilmer was recognized for “unflagging pursuit of substantial fraud and contract remedies” in Morse Diesel International, Inc. v. United States, which spanned 10 years and ended in an award of $7 million in treble damages and penalties to the United States.

McLean won kudos for her review of Network Appliance, Inc., which paid the federal government $128.7 million to settle a qui tam action — the largest GSA procurement fraud recovery ever.

The following lawyers also were promoted to senior trial counsel in the Fraud Section: Alicia BentleySanjay BhambhaniPatricia HanowerJack KolarRobert McAuliffeDonald Williamson and David Wiseman.
